Carter, 93, of Alliance passed away peacefully at his home surrounded by his family on Friday, March 12, 2021. He was born on November 3, 1927 in Leetonia, Ohio to the Late Churchill and Ethel Belle (Haines) Carter Sr.<\/p>\n<p>Clarence was a United States Army and Air Force veteran. After serving his country he worked as a mechanic for a Chevy dealership and on the railroad for a bit.
